After the UCPN-Maoist decided to continue support to the KP Sharma Oli-led government, UCPN-Maoist and CPN-UML on Thursday night signed a nine-point agreement. In the agreement, the two parties have decided to take initiatives to form a national consensus government with an objective to create conducive environment for the implementation of Constitution and socio-economic transformation. They have decided to discuss and resolve the issues of Madhes-based parties including federalism through political consensus. The parties have decided to initiate the process of amending the laws within 15 days to work on transitional justice as per the spirit of the Comprehensive Peace Accord.

President Bidya Devi Bhandari is scheduled to present the government's policy and programs at the Legislature-Parliament on Sunday. President Bhandari will address the parliament at 4 pm today and will present the policy and programs, said the parliament secretariat. This is the first time that the president will present government's policy and programs after assuming office some seven months ago. Deputy Prime Minister and Defense Minister Bhim Rawal said that the policy and program will accommodate relevant issues of the current time.

The Nepal Law Commission (NLC) was first constituted by an executive decision in 1953, immediately after the dawn of multiparty democracy. The second, third, fourth and fifth Commissions were constituted in 1960, 1963, 1972 and 1979 respectively. All those Commissions were temporary in nature. The NLC was given permanent status only in 1984. After the restoration of multiparty democracy in 1990, the NLC was restructured with the mandate commensurate to the changed context. It was again restructured in 2003 with timely changes in its mandate and composition. Now, the Commission is a statutory body under the Nepal Law Commission Act, 2007, which was promulgated on 14th January, 2007. It is to note that until then it used to be constituted by the executive decision.

Our discipleship has become more intellectually-based than relationally based. We need to be with people where we can share not just our successes but our struggles and failures 

Hundreds of thousands of people were made homeless with entire villages flattened, across many districts of the country. Centuries-old buildings were destroyed at UNESCO World Heritage sites in the Kathmandu Valley, including some at the Kathmandu Durbar Square, the Patan Durbar Square, the Bhaktapur Durbar Square, the Changu Narayan Temple, the Boudhanath stupa and the Swayambhunath Stupa. Geophysicists and other experts had warned for decades that Nepal was vulnerable to a deadly earthquake, particularly because of its geology, urbanization, and architecture.

Rawal began his political career when he began serving as Jhalanath Khanal's adviser in 1990. From 1992 to 1993 he served on the United Nations's Cambodian elections panel and later allied himself with Madhav Kumar Nepal. In 1994 he was elected into Parliament following by being its Minister for Commerce, Tourism and Civil Aviation till 1995. From 1998 to 1999 he served the same positions for second term and also was Minister of Science and Technology. In April 2008 he was Proportional representative of the 2nd Nepalese Constituent Assembly. In 2009 he spoke at the Millennium Development Goals' meeting about Least developed countries. After the meeting he addressed the Third UN Private Sector Forum regarding poverty and hunger and urged the government and various private sectors to work together in order to form economy's synergy.

The ruling major parties–CPN-UML and UCPN (Maoist) have signed a nine-point agreement late Thursday night aimed at consolidating the mutual trust and understanding between the coalition partners. The agreement was signed by UML Chair and Prime Minister KP Sharma Oli and UCPN-Maoist Chair Pushpa Kamal Dahal to effectively implement the agreements reached prior to formation of the present government, and thereby resolve the overall problems facing the nation.
As per the agreement signed following a meeting between the two parties at the Prime Minister’s official residence in Baluwatar, the parties would make efforts to form the national consensus government so that environment would be built for the implementation of constitution and socioeconomic transformation.
For the implementation of the constitution policy-level and structural set ups would be made more effective. Discussion would be held on the issues of federalism raised by the political parties including the agitating Madhesi parties, and the political consensus sought accordingly. Another point mentions that efforts would be made within 15 days with concrete action plan to deal with the issues of transitional justice as per the spirit of the comprehensive peace accord. The two ruling parties have also agreed to provide relief to the families of the martyrs and disappeared as per the decision taken by the previous cabinets and register the ownership of land sold and purchased on the basis of domestic documents during the conflict period based on the presented evidence. Likewise, proper arrangement shall be made for treatment, protection and livelihoods of those who were injured in course of the armed conflict and the people’s movements.

Food prepared usually consis ts of sesame til or black gram or any other black colored food item. Salt is avoided by many on the day.

Central Secretary of CPN-UML Shankar Pokhrel was born in 1964 in Bijauri, Dang. Son of Keshav Raj and Tilka Devi, Pokhrel's family includes his wife and two daughters. His elder brother Devi Pokhrel is the CPN-UML's National Representative Council member and his wife Sujita Shakya is the central secretary of All Nepal Women Association. He holds a MBA degree from the Tribhuvan University. He is contesting from Dang-4 in the CA Election 2013 representing CPN-UML.
